They were hatched with the abilities and most likely learned how to use them over time as they grew.

It’s entirely possible but unknown if going God Tier can get rid of tattoos. I guess we’ll find out the next time Jake goes sleeveless.

I thought scratched players just ceased to exist as they were, and that if Meenah had not blown herself and her team mates up they would never have ended up in the dream bubbles.
