Because Toby Fox composed the song and also made Undertale so he probably used the same sound effect.

Hussie tweeted this after the update that hinted at their relationship and Jasprosesprite^2 says here that Karkat has a matespriteship with someone on the meteor and also Vriska mentions here that Karkat was very cagey about his romantic affairs on the meteor. So yes, I think it’s safe to say it’s canon.

The laughter at the end of this song is supposed to be the Condesce and Meenah. The laughter in this song is supposed to be Caliborn. Not sure about other characters.

Maybe she made it herself? She made her flarp costume so she could’ve made the cape too. Or maybe Kanaya helped her with the cape. Who knows.
