Yes Damara has an East Beforan accent (which is really just very poor Japanese). Eridan is also mentioned having an accent on his introduction page here. 

The psionic abilities are common in yellow-blooded castes as mentioned on this page. The Condese has developed these psionic abilities over time. Considering she also shoots out blue and red beams there probably aren’t any color variation.
