this was seen in-comic when he talked to Dave, and it was revealed he was affecting John’s dreams. Hussie further clarified the nature of his powers in a Q&A post, lemme see if I can dig it up

What, do you mean his chuckle voodoos? Yeah that’s true, if I recall correctly you find that out by going though a certain page of Doc Scratch’s scrapbook, provided we’re both thinking of the same thing here.
